Why do sometimes even significant events that cause major damage do not receive much attention from the public, the media or politicians, while disasters that are small-scale or repeated several times provoke substantial changes in public policy? The authors of this monograph take an original theoretical approach to uncover the increasingly relevant relationship between significant events and the public policy changes they trigger. The monograph presents a unique dataset of significant events in Lithuania between 2004 and 2020 and outlines the pathways of public policy change that follow significant events. Based on a comprehensive analysis of these change pathways in the areas of health care, cyber security, environmental policy and child rights protection, the authors of the monograph draw conclusions on how to build resilience to future systemic threats and provide recommendations to decision-makers.
